The Euro Laser Masers Cup
- “V Trofeu Calella de Palafrugell” will be held from
11th to 14thMarch 2010
in Calella de Palafrugell bay waters (Girona – SPAIN), organized by the Club
Vela Calella and the Royal Spanish Sailing Federation in association with the
Spanish Laser class, Catalan Sailing Federation and with the European
Region of the International Laser Class Association (ILCA). This championship
wills score for the Spanish “Circuito Nacional Laser Masters” and “Circuit
Català Laser Masters”.
1.
RULES
1.1. The race
will be governed by the “Rules” as defined in the ISAF Racing Rules of Sailing
2009-12 (RRS). The prescriptions of the National Authority will not apply.
1.2 RRS 42
will be judged on the water and RRS Appendix P will apply.
1.3. ISAF Eligibility
Code will apply.
1.4.
Advertising - The organizing authority may require competing boats to carry
event sponsor advertising on the hull.
1.5. Sails shall have the full sail number
and NATIONAL LETTERS in accordance with the Class Rules and RRS. The national letters shall denote the National
Authority of which the sailor is a member in accordance with RRS 75.2 and with

2.
ENTRY REGULATIONS
2.1. Only
current fully paid members of the
International Laser Class Association and of an ISAF National Authority may
enter the Championship. In accordance with article 10 of the Constitution of the International
Laser Class Association the competitors shall be a member of the Laser
District/Fleet Association, where he normally sails and with the ISAF National
Authority of that country.
2.2. Spanish
competitors shall be in possession of the Spanish Licence card of 2010.
2.2. Crew
substitution of the registered sailor is not permitted.
2.3. The
Championship will be held separately for the Standard Rig, Radial Rig and 4.7
Rig, and for each Category. In order to compete in an age category the
competitors shall reach the following ages during 2010:

ENTRIES
3.1. Entries shall
be made through the web site www.clubvelacalella.cat (alternatively, the “Official
Entry Form” may be sent by fax at the Club Vela Calella office - fax Nr. +34
972 615 354).
3.2. Entries shall be made before 1st of March 2010.
The Organizing Committee has the right to accept entries receivedafter this date.
3.3. Entry fee is 100
euros, and must be carried out according to point 3.4 of this Notice of
Race.For entries made after 00:00 hrs local
time on 1st of March 2010 an additional late entry fee of 30 euros
will be surcharged.

3.5. In any circumstance, entry deadline
will be at 18:00hrs local time on 11th of March 2010. ENTRIES
RECEIVED AFTER THIS DEADLINE WILL BE NOT ACCEPTED.
4. REGISTRATION OF COMPETITORS
4.1. Each
competitor shall personally register and sign the registration form at the Race
Office from 10 a.m. to 6 p.m. on 11th of March.
4.2. During
registration all participants will be required to show evidence of current
membership of their national Laser Association and the ISAF National Authority,
and the minimum third part liability insurance cover of 700.000.-€.
4.3. Spanish
competitors will be required to show their 2010 National Sailing Licence card.
4.4. Sailing Instructions
will be available at the web site www.clubvelacalella.cat
the days previous to the race. Copies of Sailing Instructions will be handed
over at the Race Office during the registration.
5. RACE OFFICE
5.1. The Race
Office is located at the entrance of the Club Vela Calella.
6. MEASUREMENT
6.1. All
competitors could be checked by the Regatta Measurer from 10 a.m. on the 11th
of March, before or during the races. Measurement Committee will require boats
to inspection, as described in the Sailing Instructions.
6.2. Boats
shall be presented fully rigged with all control lines in position.
6.3. Wet
clothing, measurement and equipment checks may be made throughout the Regatta
at the discretion of the Class Representative, Race Committee or the
International Jury.
7. BOATS AND EQUIPMENT
7.1. All
competitors shall use only one hull, one sail, one mast, one boom, one centreboard
and one rudder.
7.2. In the
event of damage, boats and equipment may only be substituted with the written
permission of the Regatta Measurer, International Jury or Race Committee.

8.2. Any race on 14th for which a
warning signal is not given by 15 hrs will be abandoned and not realized.
9. RACING FORMAT
9.1. Up to 6 races will be
sailed.
9.2. A minimum of 1
completed race is required to constitute the championship.
9.3. Two races are
scheduled per day, back to back. The Race Committee has the right to add one
extra race per day if the number of races is under the schedule.
9.4. There will be separate
rankings for each Standard, Radial and 4.7 fleets. The category ranking will be
extracted from the overall result of the corresponding fleet without
recalculation.
9.5. There will be a
separate start for the Laser Standard and Laser Radial Rigs.
9.6 If there are a large
number of participants in the Standard fleet or in the Radial fleet or in the
4.7 fleet, they will be divided into further fleets, according to the Sailing
Instructions. The Organizing Committee has the right to determine the number of
participants to create the fleets. These fleets will be composed of one or
several age categories of the same Rig, in order to form fleets of
approximately 20 to 60 participants. The first composition of the fleets will
be announced on Friday 12th of March at 9:00 hrs. The Sailing Instructions will
describe the fleet’s composition procedure. There will be no qualifier and
final series in this case.
10. SCORING
10.1. The Low-Point
Scoring System (RRS Appendix A) will apply.
10.2. When 4 or more races
are completed, 1 race score will be excluded.
11. INTERNATIONAL JURY
An International Jury has
been appointed in accordance with RRS Appendix N. Their decisions will be final
as provided in rule 70.4 RRS.

category in accordance with the ILCA Honour Award By-Law for the following

13. COURSES
Trapezoid courses will be
used with inner and outer loops. The Target time for the first boat in each
race will be 70 minutes.
14. DISCLAIMER
All those taking part in
the event do so at their own risk and responsibility.
The Organizing Committee
or any part involved with the organization of the event disclaim any and every
responsibility whatsoever for loss, damage, injury or inconvenience that might
occur to persons and goods, both ashore and at sea as a consequence of
participation in the races covered by this notice of race and the sailing
instructions.
Attention is drawn to the
RRS Fundamental Rule 4 – Decision to Race, which states: “The responsibility
for a boat’s decision to participate in a race or to continue racing is hers
alone”
